Footnote 35

A reliable time-stamp on the certificate also allows a determination as to whether it was created before or after the filing of a revocation or suspension of a certificate in a repository, which not only protects the subscriber who promptly revokes or suspends, but also provides increased assurance of nonrepudiatability by making it more difficult for a fraudulent subscriber to create a certificate and retroactively revoke it after reliance upon the certificate has occurred.
